While progress has been made globally to adopt accrual-based International Public Sector Accounting Standards (IPSAS), several countries either still need to complete or commence their adoption journey (see the International Public Sector Financial Accountability Index.)
Countries often cite the lack of resources available to support the implementation of accrual accounting. The International Federation of Accountants released a digital platform called Pathways to Accrual in March 2022. The platform contains content provided by the Chartered Institute of Public Finance and Accountancy (CIPFA) and feedback from IPSASB and other international stakeholders. The platform provides resources designed to help governments and other public sector entities planning and undertaking the transition from cash to accrual accounting, and IPSAS specifically. The platform should be used in combination with the IPSASB’s Study 14 on Transition to the Accrual Basis of Accounting: Guidance for Governments and Government Entities.
